Based on months of communications, and the lack thereof in some instances, and recent press articles, it has become very apparent that the Agency for Healthcare Administration (AHCA) does not intend to continue its contractual relationship with the not-for-profit AIDS Healthcare Foundation’s Positive Healthcare (PHC). Positive Healthcare is a Specialty HIV/AIDS Managed Medicaid Plan and serves over 2,000 persons living with HIV in Broward, Miami-Dade and Monroe counties in Florida.
As you know Florida continues to rank near the top with high incidence and prevalence of HIV. AHF is 31 years old and is the largest single HIV care provider in the U.S., serving over 800,000 persons living with HIV worldwide. AHF/PHC has a long-standing relationship with AHCA and with the Florida Department of Health in providing HIV advocacy, prevention and testing, and care and treatment services. In fact, AHF’s clinics and pharmacies provide services to well over 12,000 persons living with HIV throughout Florida, which represents over 10 percent of the estimated total population living with HIV in Florida.
We believe that it is incredibly important that Florida Medicaid maintain a relationship with a non-profit business that knows HIV well and has years of experience in Florida. We will implore you to take whatever steps you may to stop from creating another barrier or reason for someone living with HIV to “leave care”. Changes such as eliminating a long time specialty HIV/AIDS needs plan does just that, change can drive people away from care and treatment!
